I was looking at the US ACM's guidelines for Open Government and the overall spirit is fairly consistent. However, they have one additional item: "Published content should be digitally signed or include attestation of publication/creation date, authenticity, and integrity." I like the idea as it adds an integrity aspect to the published data. http://www.acm.org/public-policy/open-government
