I read his email to mean that he wants to pursue creating an open source working group within the government not a working group within OSfA.  Is it possible for us to help Mr. Sanchez achieve his goal, rather than changing it?  He said he needed help with information and documentation. I am not sure where we have such a repository. I would turn this around and see if we can use his working group as contributors to OSfA case study compendium. On the subject of working groups vs projects,  I suggest that we limit the number of layers we create for 2 - 3 months just to see what comes up.  Is it possible that we create internal working groups vs external working groups?
