By submitting this form, you confirm that you have read and agree to the founding principles of the coalition:

  1. While respecting the right of every developer to chose the license that he/she believes best reflects his/her desires and needs, we support the four freedoms:

    • The freedom to run the program, for any purpose (freedom 0).

    • The freedom to study how the program works, and adapt it to your needs (freedom 1). Access to the source code is a precondition for this.

    • The freedom to redistribute copies so you can help your neighbor (freedom 2).

    • The freedom to improve the program, and release your improvements (and modified versions in general) to the public, so that the whole community benefits (freedom 3). Access to the source code is a precondition for this.

  2. We believe the US federal government can and should become more transparent, participatory, secure, and efficient by leveraging the advantages of open source software.

  3. We believe the open source community can drive collaborative innovation in the U.S. government space.

  4. We believe the decision to use software should be driven solely by the requirements of the user, not by a mandate for a particular brand, vendor, or development model.
